i'm at work, so i don't have access to a set of bars. does anyone know the normal outside diameter of a set of bars?

7/8" or 22.2mm

7/8 th's or 22.2mm will be the right size 98% of the time , there were a few stray handlebar sets made bitd with a slightly smaller OD.
I've seen shim sets made for by Tuf/Pro Neck to make them properly clamp into a normal stem.
I have _no_ idea who was behind this clever innovation , unless it was SE using their small OD seatpost tubing to make handlebars for a while....

i think the tuf-neck shims were to fit regular 7/8" (22.2mm) bars into the tuf-neck beach cruiser stem, which was for a 1" bar. i have a few of those stems in use, but i used someone else's shims.
