Does anyone know the best way to change/replace the sealed bearings on the old style Skyway graphites ?

I don't think any "old school" aka flanged 1980's Graphite Tuffs had sealed bearing in them.
I know the original Campy Hubbed ones didn't & am pretty sure the following versions all had loose ball bearing hubs in them.....

A picture of the Tuff wheel in question would help out greatly or take a real close look & find the casting mark "clocks" that indicate what year they were cast , usually on the spokes of later model Tuffs...

The 3rd Gen graphites had sealed bearings.

Thanx for the info Dan. I haven't seen a set of 3rd gen Graphites here in Oz.

If the sealed bearings don't freely drop out they are probably going to be a factory press fit (bad) or a precision fit (not so bad)
You (probably) are going to need a purpose built bearing puller or to build yourself an improvised version that can pull out bearings with a 3/8th ID without damaging the bearing cup walls or the flanges of the Tuff's.
I'll ask my brother Matt or hopefully one of the machinist toolmaker guys here who have a lot more experience than me , will chime in & give you some experienced advice.

You may end up having to use a combination of cooling for the graphite body & heat to the alloy flange to get them to budge , not a job I would tackle without a person who is _very_ experieced & familiar with this sort of specialty work.
Bide your time & ask around any well established Bike shop or Engineering/Machine shop with the wheel in hand to get their take or advice on how to remove the bearings , properly.
Also make a note or 2 of the sealed bearing number on the black rubber protector before it gets damaged , you are going to need to order a pair or 2 , may as well do the front & rear bearings all at the same time.
