can't tell for certain, but i think it's for their sealed BB for regular "road-style" arms. not the 400/DB Turbo style.

definately not. 400's only used a sealed bearing spindle.

that spindle^^ is for a sealed BB (or a looseball), but not for the 400/Turbo cranks. it's for a standard square taper (like a Maxycross, for example).
i have the step-up version (sealed) that uses bolts, rather than nuts, from and old MTB.
but, the answer to the question is no, it's not for 400s.
