What is the best way to get old stickers and that gummy residue off a frame?

I use lighter fluid. It makes the gummy stuff even gummier until it comes off like rubber cement. It might take some working, but it will come clean, and won't hurt the paint.

a heat gun or hair dryer to heat up the stickers and any number of chemicals for the gum. "fluid film" is an all around good spray for whatever you want to do. it lubricates, eats rust, penitrates.. whatever. all this and a razor blade for the tough spots. good luck.

Goo B gone is great, but in a pinch WD_40 is almost as good

Orange TKO. Expensive, but it works good. Works even better at removing grease.

Use a heat gun/hair dryer to heat up sticker. Then peel slowly. Any gunk that is left over, rub never- dull on it and that should remove it.
