I recntly picked up a 79 Mongoose with a badly stuck seatpost. After a great deal of effort, the post is out. My questions are these:
1. What should I do to prep the hole before putting another seatpost in(the old one is trashed). i don't want to have the same problem in the future.
2. What size post/clamp do i need?
On an unrelated note...if the bike is a 79(serial # CE9 163501), would it be a nickel plate bike?

Lonnie,
Check out my 79-80 Mongoose catalog in the VBMX museum, you'll see all the color options, nickel, red, yellow, blue, white and black.
7/8 post, 1" clamp
Douse the seatube with WD-40, wire some steel wool to a metal rod, clean it out.

Lonnie,
I used to work in a bike shop where they had a circular wire brush drill attachment that they would use to prep the inside of the seattube and the headtube prior to rebuilding a used frame and fork. Good Luck.

I too used to work in a bike shop. The key to not getting the seatpost stuck is to grease the seat tube...yes, actually smear a liberal amount of grease in the seat tube!!! This is also good for headsets and bottom brackets. Don't overdo it, but use a good smear, then wipe off the excess. This is an old trick that bike shops have used for years.

Bicycle serial numbers have absolutely no correlation to the frame's finish.
