When I put my back tire on and tighten up the bolts the wheel is almost impossible to turn. I know that my chain isn't to tight and that my brake pads aren't touching, and I was wondering if the hub was to loose or to tight or something. When I loosen the bolts it will move fine but I am afraid that if I loosen them that when I am pedaling the back tire may slip. I have redline hubs, and no chain tensioners but they are on the way and I do have a chromoly frame. Thanks

Is your hub is a a sealed bearing setup? If so, the internal spacer is too narrow so when you tighten up the wheel in the frame, you are puttting side load on the bearings causing them to bind. The solution is to add a thin shim behind a bearing or send the hub back to Redline.
