..rough is right! welded seat tube, and it looks like that crank arm is welded to the spindle! yikes!

Is it just me, or has the platform been repaired as well? Right side, just before the seat stay?

Looks like 1st gen Ozone Method One with those cool dual lower cable stops for u-brake arms.
Also that tiny support tube between twin top tubes looks different compared to my Method Air. On the pics it appears to be more of an square than round piece of tube.
Too bad the frame is so beat up and mistreated. Otherwise i'd be drooling all over it. Well, i still am.. heck it's a Method One! Hopefully some one here with some spare TLC to share gets it. It would make an excellent (and somewhat rare) daily rider/practise bike too. Even with that welded seat tube.
