Chrome bars for me, contrasts well with the blue frame. Blue bars are too much.

I think the blue bars look amazing, but if they're gonna be blue then I'd want the seatpost blue also. I think it looks fantastic with the chrome bars and chrome seatpost though. Sometimes less is more.
Basically, I just think the seatpost and bars should match regardless of which you choose, that's just my personal preference

Chrome Bars....balances out with the chrome of the seatpost. Plus it seems that many people have their bars, frame/fork and seat post the same color. Chrome bars make it a little unique. that's my $0.02

Sharp build,
Go true old school and drop in a Hutch blue anodized freestyle stem then ride those chrome bars. You could always tweak it that much more with the Hutch blue anodized freestyle beartraps with matching blue seals.
Either way, you built it big
