So do you have to be an expert to get a NAG plate?
Or can an inter get on as well?

Yes, you can get a NAG plate but expert points per finish are higher than Inter. So, it's hard to accumulate enough points, with the same finishes as an expert, to be in contention for a NAG plate.
Check the point structure on the ABA website. That would help you figure it out.

so to answer the original question, yes you have to be expert to actually get a NAG plate. To qualify you do not have to be expert, but there's no way an inter or novi is going to accumulate enough points to qualify for a nag plate.

That's because there aren't as many 5 and under riders as there are other classes.

You'll see Inter riders on the NAG list in some of the smaller classes (the old guy classes). I don't think they ever get NAG plates due to the difference in the amount of points between Expert and Inter.
OK, now this is my personal opinion. NAG plates should be the absolute last thing on the mind of Intermediate riders. I've got Inter friends that talk about NAG so I stand to take some grief for this but I know this from personal experience. Getting a lot of of 1st and 2nd place finishes in Inter can get you on the NAG list. What happens though is that a guy thinks that once he gets into Expert that suddenly his NAG plate hopes are now alive. The fact of the matter is that to get a NAG plate you've got to be winning races or getting on the podium in Expert. That Inter is going to turn up, get some 5th place finishes and he's never even going to get a sniff of the NAG list. Also, there's guys in Expert that are getting 4th or 5th that are BELOW those Inters that are gettting 1sts and 2nds but that Inter is NO WHERE near as fast as those 4th place experts. I think it shows a tremendous lack of disrespect to those 4th place Experts that some Inter who is slower than them is on the NAG list ahead of them. The difference in points should be even greater in my opinion. Inter and NAG should never intersect.
1st place Inter should get less points than last place Expert.
Rant over.
As an example, Bill Shaw is ahead of Barry Nilson on the list right now. I think everybody knows what that race would look like if they lined up side-by-side.
