My neighbour gave me this few years ago.
She is old lady and said that her son used to ride with that if he was a kid.
So it look like a oldschool bmx,but is it?
I have painted it and took it to a pieces so to take a few pictures,i put it together.

Cranks with cotter pins are usually only found on low end bikes. Common in Europe. I would post this at a couple Raliegh sites you can find http://cycbmx.wordpress.com/ look in the right column under old school bmx sites.
Those guys are great at euro bikes.
