It's a stumper for me because I thought it was a boss because the dropouts but gusset down by bb is not their. Sort of looks like a Patterson but the flanges are shorter on each end of the headtube.

Please, I really would like help with this. I would like to drop $ into this, Its been in the family for about 15 years only thought of as a Boss.

I am not really sure but those head tube welds sure are boogery, good luck in your quest.

early ELF...note the reinforcement rings around the steer tube.
also the rear dropouts....signs of early ELF product.
