I'll talked to Pat Quinn about the bars and I'm thinking they're Rampar, but would welcome any insight. As for the stem, pretty sure it's just stickered and not really a Tuf Neck. The bike does have a Tuf Neck seat clamp though and what appear to be very early Sunshine hubs.

Can anyone tell me more about the forks? Thanks!

I would second the Rampar bars.

i don't think the forks are anything special w/that slot for the safety washer and the poopy welds.
cool bike, none the less though.
MadCowboy
a little mothers polish and that thing will shine

Thanks Rick, it looked a little funny to me as well.
