That is an old one for sure. It has a teardrop downtube, eliptical tube behind the BB, no built-in seatpost clamp...is there a serial number? I am confident it is not original paint, unless JMC and Redline managed to use exactly the same shade of dark blue. Yes, that appears to be Proline fork. I'm guessing that frame predates JMC forks.

Sweet find. Those definately Redline forks. Probably micro-lines since the JMC is a 4" headtube.
