anything stamped on the shaft? not necessarily a brand, but just something to indicate where it was made. there were several Tuf-neck copies that had the Rotor cable hole, stock.

That middle hole looks like maybe for a rotor?
ACS Neck?

Is the shaft black oxide finished? With a square-ish lookin' forged wedge? (As opposed to the slanted cast-iron lookin' wedge). Wait...whoops, i'm guessing NO wedge...
That might be a FS Tuf Neck. Might.

It would take off the square cut wedge bolt
The shaht is chromeIt has the word safe on it and the taiwan stamp
There is also a small circle with what looks to be the letters IL stamped inside
I can barely tell what it is
The shaft is longer than what I would consider the usual I tried a Pots mod bolt(new) that barely made it to the bottom of the stem ,definately not enough room to attach the wedge bolt.
Thanks Bros

A Tuf look-alike, then...Tufs were USA made of course. I think there was a recent thread that the ACS stems were stamped Polygon? Not sure...
