Many 'borrowed' design elements from other bikes, but overall it's not ringing a bell. I'm guessing generic Western Flyer(ish)...

Those are the infamous 'Haro' decals from down under that have been discussed to death...

I had a frame just like that back in the day. It was a Peugeot FS-something or other. Mine had that turquiose paint (but also was two-toned with Mango being the other colour). Mine was made by Velo Sport - but was branded a peugeot. Here is the only picture I have:



Sorry it isn't a great picture. The bike was chromoly, but had some pretty entry level components - some of the highlights included alloy 48's with araya hoops and joyteck hubs and an SR spintech stem/detangler. It retailed for about $450 CDN BITD.
