Looks like the previous owner was wheelin his less than petite girlfriend around on the front bars!
That frame reminds me a bit of a Hyper Metro Pro.....But it's definately not a Hyper.

Can't help on the frame except maybe something from the mid-school era. Clean it up, build it, ride it.
