Whoa...inspired by Tuf-Neck...or made by them. That's kinda short!

I HAD a ride a while back that stem would've been neat on. Basically any '85 or so GT race rig, it would go well with.

That one, I'd put maybe late 80s?

basically a Tuf-nece Ace stem w/ the GT logo. Tuf-neck (superbyke) made lots of parts for GT from the mid '80s til "the end".
