The cap in the fork might have been put there to stop mud flicking up . I did it to a bike bitd .

LL Torker dropouts on the forks, I've also seen them with open tube ends.

Good luck on the black comp II's.
You have a Torker frame from the 1978-82 era. They are not date coded. Some are mild steel some are chromoly, weight is the only way to tell.
Those are Torker forks from the same era. [I have never seen open ended blades on torker forks from this era] The plug is a handlebar cap added as explained already.
That decal pre-dates your bike and I'd like it! The Johnson Enginering decals were used on the 76-77 frames, "Big Bike" with reversed dropouts mainly. I have the decal you want if you wanna trade.

Hey Randy, If I don't keep it it's yours. My other issue is that the tuff front axle won't go into the forks because of the closed off ends. Thanks for everyones coments and help

you can change out the axle or just file it down to fit.
