There is a new process. You saw it and agreed to it just lately.

In a nut shell,

New registers need to provide a $25 refundable after 1 year security deposit. Once we receive that deposit that new member is ok'd and can then post on the board. This has been set up to weed out trolls and trouble makers. If you sign up, send in the security deposit and get banned or receive three warnings, that deposit is held and the member is removed.

He probably hasnt send in the deposit if he hasnt been approved yet.
