Does anyone know what years these arms are from?

Yep they are the later version as in late 80's Cook's Quality Products. Machined sides, but almost exact in design to the Cook Bros Racing dogbone that first surfaced in 1980/1981.

(Allegedly-The designs were so close that there was some legal wrangling between Jack Whitmer aka the 'new' CBR owner & Craig Cook aka designer/engineer of the original Cook Bros.)

Most of the CQP's aka Cook's have a triangular shaped pedal boss, yours looks to be one of the earlier model Cooks'. Later versions also will have a machined surface on the inside section of the crank arm (side that faces the frame).

They also use the same bb design that utilizes the typical SR-10 bearing as the original CBR bottom bracket and spindle (2 degree square tapered spindle).
