well, the rear loop looks a heck of a lot like my 1980 Diamond Back Senior Pro, and the head tube gussets are the same less the diamond-shaped holes.
I'll defer to the real DB crowd as far as whether it's one of Sandy's.
If it is, my guess on the year is 1979 (first digit in the serial is the year for older DB's, and even if this wasn't badged a DB, it probably came out of the same shop).
How long is the top tube?

It is a 79, same serial number sequence as all of the Koizumi (Japan) made Diamond Back frame and forks. If you look at the frame, it is identical to a Diamond Back except for the cut-out in the gusset, circle instead of a diamond.
All DB's that came out of the Koizumi factory up until about 85-86? were numbered like the above frame. The Taiwan frames started with an "F".
What that frame is is beyond me though. There is an early DB frame but it has a four piece rear end and a gusset behind the seat mast and a much bigger hole in the gusset listed in the 79-80 DB brochure but again, it looks nothing like the above frame. May have been some private label off-shoot?

i think i'll put them both together and take a photo

There is a separate thread on here that talks about a Koizumi made frame called "Cobra" or something, looked exactly like a DB (except for the gusset) and it was marketed in Australia of all places...
