What is the point of setting up bogus ads like this? I'd personally hate to be bothered by all the people that would be swarming around. Is there some kind of purpose or something? Just wondering.

The purpose of the ad would be to guage the competition in your area.

Of course, that ad in question is a wee bit over the top, but a simple down to earth old school BMX ad would let you know exactly who is scouring (like you do) the CL ads in your area.

...and it would be kinda funny also.
