Who can make them? I need a STU signature decal for a RL carrera. I have an original to scan.

How about you? You could do it yourself if you put your mind to it. And a simple little decal like that would be cheap and easy.

I found a place that will print decals at approx.
18.00 per square foot, but alas, they do not have the type of media that the decal needs to be printed on. After doing vast research on a decal repro project, there is usually a minimum order and minimum , quotes began at around 375.00 -800.00 for several hundred pieces on the type of media needed (i.e. chrome type mylar). Depends on how picky you are, digital printing and many other methods, colorfast ink, UV resistant ink, etc, etc.
The variables are endless.
Still looking for a printer who will do a job for a reasonable amount of dollars on a chrome type mylar decal, silkscreened. But there are plenty of options, just depends on how picky you are and how much you want to spend.
