I am looking at the black and silver fluted seat post from SE. Does anyone know if the black portion can be polished off so that the entire seat post is silver? Thanks!

I would think so...I have that seat post and the black portion is the recessed fluted part so it would be harder by hand. I would use a chemical stripper, then polish it with a high-speed buffing wheel with tripoli compound and then finish it with white polishing compound, maybe a final Braso rub. Of course all polished AL and Chrome deserves carnuba was polish to shine and protect.
