CW TFL serial # question

Thanks for reading.

I scored this CW TFL on eBay recently and was attempting to decifer the year.

To start with I can tell you it has the brace behind the BB on the chain stay.

Secondly the serial number is TFL 214. Would that be '82 ... the 14th made ?

Anyone who knows their CW's would you please give me some input.

Someone out there reading this must know ...

My only point is to use era correct parts as it came w/ Sun hoops laced to Suzue hubs dated '88.

Anyone ......... please ?
