Does your track have a penalty box?, We have too many riders stopping on the track Options

Many years ago I remember seeing one somewhere, an area for time outs from practice for track infractions.
Our track has lots of new riders, they learned this by watching the others and it used to be just a few but now it is out of control and getting dangerous.
Looking for some ideas to bring to the parent council meeting.

They have tried holding the gate til clear but this does not seem to help as the ones doing it don't care as they are not in line.

You just need to gear up, jump on the old bike and blast the group of track cloging riders. Like foaming Drain-O, clear the clog and move on.

Or call them out; full name and team's name, ask that their parent come out and help them off the track as they must need assistance.
