The UCI released the qualification criteria for the 2020 Olympics.

The BIG change is that there will be an equal number of men and women.
In the past there were 32 men and 16 women, but now there are 24 in both.

UCI here

Top two countries in Nations points get 3 riders each.
Three through five get 2 riders each.
Six through eleven get 1 rider each.
Then the top three rider's countries in Individual points get 1 rider each.
Top two ranked rider's countries in the 2020 World Championship's results get 1 rider each.
Host Nation gets 1 rider each.
A commission can reallocate places that are unused; example: if Japan qualifies a rider through any other means then the host nation spot gets reallocated to another country.
